You can only use dowels that are equal in length to the diameter of the scroll frame that you've purchased.
However, try folding the fabric to fit the diameter of your frame and work that area.

You can usually buy additional rods...be sure they are the same diameter so they fit properly. Also, you will probably need 24", not 20". You have to some rod left to put into the bars, so add 2" to each side of your piece to get a good size.
