Repairing Hardanger

My church has a communion cloth, with Hardanger embroidery edging on each of the four sides.

Over the years that edging has begun to fray in many places. Is there any way to repair something like this? OR would it be better to do a whole new edging by cutting off the old one? This may interfere with a cross that is centered on one long side.

Removing the old edging may also make the piece too small for its intended use. Maybe the best idea is to start over with a whole new cloth. I have done hardanger embroidery, but not for several years, and have never had to repair a piece, so any help/advice is welcome!
