metal hoop rust stains on cross-stitch fabric

I have been cleaning closets and found a half-completed cross-stitch piece that I really like. But I stupidly left it in the embroidery hoop for the several years it was in the closet, and now there are small dots of rust where the hoop was.

I'm not sure where to begin fixing this.
