Material Frames

I have some old, used to be cuptowels, that I want to frame with material.

It has a picture on the towel itself, that I want framed in material. I want the material on the back and about 1/2-3/4 frame around the picture itself. I know very little about sewing so it needs to be simple. I have 7 and when finished I want to hang them on a rack with small clothespins.

Can anyone help me understand how to do this?

You can see how this will create a frame around the piece if you laid it into the fabric before the sewing part of the task.
