linen count

I have a pattern that I was looking to start. It is not a complete kit, however, so I am not sure how to get started. It says that it should be stitched over 2 on 28 count linen using two overdyed threads. And the approximate design size will be 3.5" x 7".

What does the 2 over 28 count linen mean? ...do i need to purchase 28 count or 14 count linen?
How big should I cut the linen if the finished design will be 3.5" x 7"?
