Most inks can be removed - the issue is removing the color fastness of the fabric too. Discretely test removal products on similar fabric that you don't care about. Use a q-tip. I would start with bleach and daub or rub the area taking care to stay away from any embroidery. I would try other ink removal products including methyl ethyl ketone.

Here's a solution that has worked for me on transfer ink (I used it on linen kitchen towels) and badly stained bleach-safe fabrics. Mix one gallon hottest tap water, 1/4 cup bleach and 1 cup dishwasher detergent (i.e., Electrasol). Add item(s) and let set for 30 minutes. Rinse and then launder as usual to thoroughly remove bleach and detergent.

If you are talking about a piece of stamped embroidery that comes with the design already on it, it is not removable. If the package does not say it comes off, it won't.
True transfers that you do yourself usually say whether the ink will disappear or not. They generally are removed with nothing more than plain water or very mild soap. It sounds to me like you will not be able to do anything other than embroider over it. Good luck!
